Deirdre Sheehan, Brynne Harding and Patrick Schembri write in CBA National Magazine on "Limiting the right to procedural fairness" in the Provincial Administrative Penalties Act (PAPA). As part of the Justice Transformation Initiative in Alberta, the PAPA removes procedural protections and imposes penalties for administrative offences as an effort to promote access to justice and reduce strains on the judicial system. PAPA should raise concern for those who might be subject to its operation.
